Program Overview

USDA Rural Development guarantees eligible mortgages made by approved lenders under the Single Family Housing Guaranteed Loan Program. The guarantee supports homeownership for qualifying households in approved rural and suburban locations.

Eligibility is based on more than the city name. The exact property address must meet the current USDA area map, and total household income must remain within the applicable limit. The borrower must also meet credit, repayment, occupancy, citizenship or qualified-status, and lender underwriting requirements.

The USDA guaranteed program is generally a 30-year fixed-rate mortgage. A standard adjustable-rate USDA guaranteed mortgage is not offered.

USDA Guaranteed Purchase Loan

A USDA guaranteed purchase loan may provide qualified borrowers with financing for an eligible primary residence without a required down payment. The borrower and total household must satisfy income, occupancy, credit, repayment, property, and lender requirements.

USDA 30-Year Fixed-Rate Mortgage

The USDA guaranteed mortgage uses a 30-year fixed-rate structure. The note rate remains unchanged for the full term, while taxes, insurance, annual guarantee fees, association charges, and other housing costs may change.

USDA 2-1 Temporary Buydown

An eligible USDA purchase transaction may allow a properly funded and documented 2-1 temporary buydown through a participating lender. The buydown account offsets part of the initial payments while the note rate remains unchanged.

The borrower must qualify according to current USDA and lender rules. The payment rises according to the temporary buydown schedule and reaches the full note-rate payment in year three.

USDA Single-Close Construction-to-Permanent Loan

A participating USDA lender may offer a single-close construction-to-permanent mortgage that combines eligible land, construction, and permanent financing. The borrower closes once before construction and the loan transitions to permanent financing after completion.

  • Builder approval, plans, budget, permits, inspections, draws, contingency, completion, and as-completed appraisal requirements apply.
  • Single-close USDA construction lending is specialized and is not available through every lender or in every location.

USDA Purchase With Eligible Repairs

Certain eligible repair, rehabilitation, or improvement costs may be included in a USDA purchase transaction. The lender evaluates the property condition, repair scope, contractor, cost, escrow or draw process, appraisal, completion timing, and current program requirements.

USDA Manufactured Home Loan

USDA financing may be available for an eligible manufactured home that meets current construction, age, title, foundation, installation, site, appraisal, real-property, and lender requirements. New and existing manufactured-home eligibility can differ.

USDA Non-Streamlined Refinance

A non-streamlined refinance may be available for an eligible existing USDA guaranteed or direct mortgage. It generally requires a complete underwriting review and may require an appraisal under current program rules.

USDA Streamlined Refinance

A streamlined refinance may simplify certain documentation for an eligible borrower with an existing USDA mortgage. Credit qualification, payment history, seasoning, benefit, and lender requirements apply.

USDA Streamlined-Assist Refinance

Streamlined-assist is designed to help eligible existing USDA borrowers reduce the housing payment through a simplified process. Current loan type, payment history, required payment reduction, occupancy, and program requirements apply.

USDA refinance programs are generally for existing USDA loans and are not standard cash-out refinance programs.
